The Joanna community east of Clinton could be moving a step closer to a Phase I and Phase II industrial development.
The Laurens County Council will consider the necessary inducements -- By Title Only -- at its meeting this Monday night. The council meeting are at 6 pm in the Historic Courthouse in downtown Laurens.
As Agenda Item 10, the council will go into private session to consider this: "discussion of matters relating to the proposed location of an industrial site in Joanna for a project know to the County as 'Project Orange I and II.'"
Then, in open session under new business, Council will consider the 1st of 3 readings of ordinances for a development agreement, a fee-in-lieu-of-taxes agreement Project Orange, and a fee-in-lieu-of-taxes agreement Project Orange II.
Since these ordinances are to be acted on "by title only" there is no further information available in the Council's agenda packet. The agreements would require a 2nd reading, and then a 3rd reading with a legally required Public Hearing. Somewhere along the way, the County is obligated to tell the public the name of the company with which it is entering an agreement.
Also at the Nov. 9 meeting, the County Council will recognize dispatcher Honesty Godfrey for the first successful baby delivery through a 911 call in Laurens County, will hear a Public Transit Feasibility Stiry Update, will give 2nd reading to an ordinance amendment related to animal control / penalties for code violations, Council Comments, and another closed session to discuss: "proposed contractual arrangements and the purchase of rights-of-way and/or easements for the construction of a Highway 101 bypass in Gray Court.
The Laurens County Council's regular monthly meetings are scheduled for the 2nd Monday of each month.
