Gov. McMaster Creates PowerSC

COLUMBIA – Governor Henry McMaster issued Executive Order 2023-18, establishing the PowerSC Energy Resources and Economic Development Interagency Working Group (PowerSC). PowerSC will work with the state’s energy stakeholders to develop strategic plans to ensure South Carolina has the energy capacity to meet the needs of the state’s record-breaking economic development and population growth. 

“South Carolina has enjoyed unprecedented economic success and population growth in recent years, and with that success comes a need for greater energy generation,” said Governor Henry McMaster. “By establishing PowerSC, we ensure that South Carolina can meet these increased energy demands while also keeping energy costs low for consumers and ratepayers.” 

PowerSC will play a critical role in various aspects of the state’s energy future by assisting with developing an updated state energy plan with the Office of Regulatory Staff, facilitating additional coordination between the state’s utility providers, and assessing opportunities to incorporate additional nuclear power production and natural gas pipeline or generation capacity. 

In addition, PowerSC will identify opportunities to improve state licensing and permitting processes related to energy infrastructure, evaluate building codes to recommend modifications to enhance energy efficiency, and work with industry stakeholders, education providers, and other state agencies to evaluate supply gaps in the state’s energy workforce. 

PowerSC will be compromised of the following entities: 

• Office of the Governor

• Office of Regulatory Staff, including the Energy Office  

• Environmental Affairs Administration, South Carolina Department of Health and Environmental Control 

• Division of Land, Water, and Conservation, South Carolina Department of Natural Resources  

• South Carolina Department of Transportation

• South Carolina Department of Employment and Workforce

• South Carolina Office of Resilience

• South Carolina Department of Labor, Licensing and Regulation

This Executive Order works hand-in-hand with Executive Order 2022-31, which formalized the governor’s efforts to coordinate the future roll-out of the state’s electric vehicle infrastructure and created an interagency working group tasked with developing a comprehensive plan regarding the strategic deployment of electric vehicle-related resources and infrastructure across the state. 

Since Governor McMaster took office in 2017, South Carolina has announced over 700 economic development projects, totaling more than $32.5 billion in new investment and over 81,000 new jobs. According to the U.S. Census Bureau, South Carolina is the third fastest-growing state in the nation.

Today, the Energy, Climate, and Grid Security Subcommittee is conducting critical oversight of the Federal Energy Regulatory Commission (FERC). Under the Biden Administration,  FERC has not been living up to its core statutes, and in turn, this has weakened our energy security. Addressing grid reliability and strengthening our energy security are top priorities for this Subcommittee, and they should be for FERC as well. We’re working to ensure FERC returns to its core mission to ensure the reliability and affordability of our energy system, instead of chasing hyper-partisan, unrealistic environmental policies.

The United States has the capability to be the global leader in nuclear energy, but to do that, the Nuclear Regulatory Commission must become a partner that works with stakeholders to bring new projects online rather than simply an impediment. This doesn’t mean moving away from its principles of safety; it just means shifting their mindset and ensuring a streamlined and common sense process for new approvals. Nuclear energy is clean, safe, reliable, affordable, available 24/7/365, and accounts for more than half of our nation’s carbon-free electricity, over 90% of South Carolina’s carbon-free electricity, and over half of South Carolina’s total power generation. Nuclear energy is essential for our grid reliability, national security, and our nation’s energy future.
That’s why we are providing crucial oversight of the NRC to ensure our policies are modernized to allow our nuclear development to reach the next level. We need a nuclear regulator that reflects the technological and engineering talent and capabilities of the American nuclear sector to propel us to the next level. The
Energy, Climate, and Grid Security Subcommittee is working to provide this accountability over the NRC to pave the way for a robust nuclear energy future.
 

Scott, Colleagues Introduce Bill to Save Taxpayers Billions at the Pump and Fuel American Energy Independence 

WASHINGTON – Today, U.S. Senator Tim Scott (R-S.C.) joined eight of his Senate colleagues in introducing the Pay Less at the Pump Act. This legislation will lower energy prices for Americans by repealing the Inflation Reduction Act’s reinstatement of the $10.5 billion “Superfund Tax” on crude oil and imported petroleum products. By overturning the Democrats’ reckless tax hike on oil and petroleum products, the Pay Less at the Pump Act would bring down energy costs and fuel American energy independence.

“The best way to bring down sky-high prices at the gas pump is by unleashing American energy production—not punishing American energy producers,” said Senator Scott. “That’s why I am proud to work with my colleagues on this important legislation to help keep energy prices low for the American people.”

Senator Scott was joined by Senators John Barrasso (R-Wyo.), Marsha Blackburn (R-Tenn.), John Hoeven (R-N.D.), James Lankford (R-Okla.), Mike Lee (R-Utah), Cynthia Lummis (R-Wyo.), Jim Risch (R-Idaho), and John Thune (R-S.D.).

Background: 

Senator Scott’s work to make America energy independent and make energy more affordable and reliable:

  • Preventing the sale of American crude oil to China and securing American energy independence through the Protecting America’s Strategic Petroleum Reserve from China Act;
  • Introducing the ESCAPE Act which aids NATO allies in gaining energy independence from Russian fuel; and
  • Writing a letter to President Biden urging him to reclaim American energy independence by approving the Keystone XL Pipeline.
