This is what the May 1 Clinton City Council Minutes say about the budget's first reading:

Mayor Randall stated the next item on the agenda is for Council to consider the first reading of Ordinance number 2023-005-004 regarding the proposed fiscal year 2023-2024 budget for the City of Clinton.  Mayor Randall turned the meeting over to City Manager Brooks who stated Council has had several Budget Workshop Meetings over the previous week and stated City staff has presented a balanced budget to Council and stated this would be considered the first reading.  City Manager Brooks stated this would be the time for any questions and comments regarding the proposed budget and reiterated a second reading would still need to be had.  Mayor Randall entertained a Motion for first reading on this matter.  A Motion was made by Councilmember Cook and was seconded by Councilmember Walsh.  Mayor Randall thanked City Manager Brooks, Finance Director Waters, Assistant City Manager Meadors as well as all City staff on the work done on the budget.  Councilmember Williams requested that City Manager Brooks reconsider hiring a part-time employee in the Utility department.  Mayor Randall proceeded with the vote, which passed with a 6-1 vote with Councilmember Williams voting no.
